Internet Key Exchange, version 2 (IKEv2)

This is the new home for the OpenSolaris IKEv2 project. Our plan is to produce a daemon that implements IKEv2 (in.ikev2d) as well as add any support needed for it to run and interoperate.

The IKEv2 webrev (source changes from the OpenSolaris ON repository) is here.
The Design Document will be updated periodically, it's at version 0.1 currently.
