Flag Day for bug 16740

The integration of the changeset below represents a flag day for Caiman developers and Distribution Constructor users.

This changeset removes the special handling of the SUNWcs and SUNWcsd packages.  Therefore, when using a Distribution Constructor package containing this changeset, or constructing AI images using it, you must use a version of pkg(5) derived from snv_146 or later.
