Flag Day for DC for AI image build 167

If you do not use the distribution constructor to build your own
AI install media, you can ignore this message.

With the push of the following into the slim_source gate:

    7038120 Update Auto Installer to use CUD
    16257 Support for zones configuration and installation should be included in AI

in build 167, an internal distribution constructor script
(pre_pkg_img_mod) is updated to be able to build the 167 AI
install media properly.  In addition, packaging changes moved
a module that that script depends on into a different library
package.

If you want to build 167 based AI install media, you will need
the 167 DC packages installed on your build machine.  The most
straight forward way to get this is to just update your system
to build 167 before building 167 AI install media.
