Flagday: PowerTOP for OpenSolaris

You'll need to use "nightly" to build and "bfu" to load the new archive. This putback integrates the PowerTOP tool into ON. PowerTOP is an observability tool that shows you how well the system is taking advantage of the CPU's power management features and reports on the activity that is causing the system to wake up and go to higher energy consumption levels. PowerTOP is a command line tool that is being delivered through a new package, SUNWpowertop. Binaries will be installed under /usr/bin. The tool uses DTrace sdt probes integrated into snv_82, so it requires snv_82 or higher. Because it uses DTrace, a user must have DTrace privileges (dtrace_user, dtrace_proc, dtrace_kernel) in order to run PowerTOP. We'd like to thank the following people who contributed to this putback: Eric Saxe, Aubrey Li and Arjan van de Ven (from Intel), Chad Mynhier, Penny Honda/Jeff Osteen (legal), Randy Fishel, Pat Bredenberg, Konstantin Ananyev, Vinay Devadas (intern), Mark Haywood and to those who I may have missed. Thanks Rafael
